For rain, I'd definitely get some fenders (either snap on or permanents -I've got a pair of SKS race blades that are expensive but do the trick, *sigh* to having a road bike as a commuter.) and a lightweight/midweight rain jacket in a BRIGHT yellow, orange, or green. Ponchos are good for a cheap alternative, but I'd really worry about the flappiness of them and it getting in the way of my maneuverability.
